In February 2016, Chinese government introduced policies about supports for stable growth of industry by finance, which includes implementation and complement of the policy about supports for transforming and upgrading of shipping industry by finance issued last year. In general, policies will benefit leading shipping enterprises, which have better operating efficiency. In March 2016, development of ocean economy was discussed in detail in the Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China.

In recent years, inshore fishing in China has been declining, increasing the pressure of fishing output. While, deep sea shipping can provide a large amount of protein and ease the pressure of the national food. In 2012, China brought about the strategy of maritime power, contributing to the fast development of deep sea fishing and vessels. In 2015, the total power of deep sea vessels rose by nearly three times and the growth rate of vessels’ numbers increased to 13.9% in 2014, from 5.3% in 2011. Up to 2015, the total number of fishing vessels was about 270 thousand, with the total power of around 17 million kW, thereinto about 25 thousand of deep sea vessels with the power of about two million kW, taking 0.93% and 12.45% in the total number and power.

During 2011 to 2015, orders of sea vessels remain high in number. In 2015, the number of orders is nearly 440, and the total weight was about 176 thousand tonnes, which has declined compared to numbers in 2011 to 2013.
